Cebu is where the recorded history of the Philippines starts: Magellan planted a cross here in 1521 and died weeks later on Mactan, and the country's oldest city grew around the spot. Today it is the hub of the Visayas, a long thin island with a traffic-clogged, food-obsessed city on one coast and some of the country's best water on the other. Divers come for the Moalboal sardine run and the thresher sharks off Malapascua; everyone else comes for the waterfalls, the island-hopping and the lechon.

When to avoid Cebu
September to November is the wettest and most storm-prone stretch, and the Visayas sit in the typhoon belt, where a direct hit shuts ferries and regional flights for days. Cebu is drier than much of the country, so the rain rarely settles in, but boats to Malapascua and Bantayan are always the first thing cancelled.

Fly into Mactan-Cebu International (CEB), then 30-60 min by road over the bridges into Cebu City.

The airport sits on Mactan Island, about 12 km from central Cebu City across the Marcelo Fernan and Mactan-Mandaue bridges. Metered taxis and ride-hailing cars wait outside arrivals and take 30-60 min depending on traffic, which is heavy most of the day. Mactan's resorts are 15-20 min the other way.

A little history of Cebu
Cebu is where the written history of the Philippines begins. Magellan's expedition anchored here in 1521, and the rajah of Cebu, Humabon, accepted baptism along with hundreds of his people; the Santo Nino image given to his wife survives in the basilica. Weeks later Magellan crossed to Mactan to subdue Lapu-Lapu, who refused him, and was killed on the beach. That defeat is now told as the first resistance to European arms in the islands.
Miguel Lopez de Legazpi returned in 1565 and founded the first Spanish settlement in the archipelago here, and Cebu served as the colonial capital until Manila took the role. Centuries as the Visayan trading port followed, built on sugar, abaca and copra. Japanese occupation and heavy wartime bombing levelled much of the centre; from the 1990s Mactan's export zone, the resort strip and the outsourcing boom made Cebu the country's second economy.
Magellan's expedition lands; Rajah Humabon is baptised and receives the Santo Nino image.
Lapu-Lapu's men kill Magellan on Mactan, ending the expedition's stay in Cebu.
Legazpi founds the first Spanish settlement in the islands and builds Fort San Pedro.

▸ When is the best time to visit Cebu?
February to May is the settled window, with the driest, calmest seas and every crossing running; late in that run it gets properly hot. June to August is wetter but workable, with rain arriving in bursts. September to November is the wettest stretch and the peak of the typhoon risk in the Visayas.
▸ Should I stay in Cebu City or head straight to the coast?
Give the city a night for the basilica, the market food and the lechon, then move. The traffic is genuinely bad and the beaches are hours away, so most trips work better as a city night plus a base south in Moalboal, north on Malapascua or Bantayan, or on Mactan for a resort.
▸ Is the Oslob whale shark tour ethical?
It is the most contested activity in Cebu. The sharks are hand-fed from boats so encounters are guaranteed, which changes their feeding and migration behaviour and brings crowds into close contact with them. Plenty of divers refuse to go. If seeing whale sharks matters to you, look into free-swimming encounters elsewhere in the country first.
▸ What is Sinulog?
The biggest street festival in the Philippines, held in Cebu City each January in honour of the Santo Nino: days of processions, drumming and a costumed parade that shuts the centre down. Accommodation books out well ahead and the city is packed, so treat it as either the reason for your trip or a week to avoid.
▸ Can I combine Cebu and Bohol?
Easily, and most people do. Fast craft cross from the Cebu City piers to Tagbilaran in about two hours, several times a day, and Panglao has its own airport if you want to fly out from there. Two or three nights on Bohol pairs naturally with a Cebu base.
▸ How long do I need?
Four or five nights covers the city plus one coast. A week lets you add the south, the highlands and an island in the north without spending every second day on a bus. The distances are the constraint: Malapascua and Bantayan are the best part of a day away from the airport.
▸ Is Cebu expensive?
It is affordable by regional standards and cheaper than the resort islands, with the city noticeably cheaper than Mactan's beachfront. Diving and canyoneering are the costs that add up, and long private transfers are the quiet drain; buses down both coasts are a fraction of a van and only a little slower.
